sure looks like decentering problem (or other lens problem) and definitely NOT camera movement. Also agree with you that this is not a DOF problem. The left and right sides are so far away that they should be equally sharp.

I have seen something similar in the 15-85 in the WA range at long subject distances, not as bad as this though. It varies a bit between shots, and in both copies that I tried it was clearly worse on one side or corner of the image. With the 15-85 I also notice this sometimes with IS turned off, so I guess it is related to some 'play' in the focusing mechanism that causes slight misalignment.
