I think they don't mean 'notoriety', or do they?

This usage is reasonably common in UK English (and DPR is based in the UK), especially when used in the phrase "gaining notoriety" which simply means "becoming better known".

AFAIK "notorious" is always used in the negative sense in the UK.

Might be different in Oz or the US, of course.
