Every rule was created due to some abuse

Ebay's policy of not allowing sellers to leave negative ratings is a bad deal for sellers. It puts the buyers in complete control.

But you have to understand why they started that policy. A great many shady sellers were holding the buyer's feedback rating hostage. Saying they will leave positive feedback for you, only after you leave it for them. This means if a seller did a poor job you couldn't give him negative feedback unless you wanted one in retaliation.

You also had sellers negotiating their way out of bad feedback, by offering to retract theirs if you retracted yours. You used to have to watch very closely for sellers who had 100% positive feedback, but had "155 negative ratings withdrawn by mutual consent."

There really is no perfect system since bad buyers and bad sellers will always find ways to cheat honest buyers and honest sellers. I'm really not convinced that Goggle or Yahoo could do a better job than ebay does.
