Canon firmware only to "fix" problems?

Canon firmware only to "fix" problems?

I have seen a lot of requests for people to "petition" for Canon to add 30fps to the 1080p video recording on the 500D (among many other things). Most, if not all of these threads had the inclusive reply "Canon only updates their firmware to fix problems, not to add features".

If that is so, why did Canon just "add" frame rates to the 5dmk in a recent firmware update? Was this done as a fix, or just to "add" highly desirable fps?
