mRAW... is it less noise than RAW at pixel level ?

I am using 5D II and shoot RAW only.
When I shoot at ISO 3200 and above (6400, etc).

When creating the JPG,
I apply more aggressive NR, then I downsample it,
say at 10MP (mRAW resolution) output.

Offcourse the file will be less noise with less MB (so it's efficient in space using).

My questions are :
Shooting with mRAW is a better route than that ?
How about the final Image Quality ? Which one is better ?

When we combine 4 pixel to 1 pixel, (20 MP --> 5 MP)
How much stop do we gain (noise wise) ?
