I agree with the previous posts that the problem is caused by the flickering light source. You may have noticed that the same issue was present in the Olympic games, especially the freestyle ski jumping (whatever that even is called) performed at night and shot with high speed cameras.

If you change your shutter speed while shooting, you will notice that the thickness of the bands changes. You need to increase the shutter speed until it matches a full cycle of the lights, which is not necessarily the same as the electric current frequency.
