I believe, as has been mentioned several times above, that the quality of the polarizer is at fault. However, you might also want to experiment by turning off your image stabilization when using the tripod. I've read some conflicting opinions about whether or not IS should be turned off while using a tripod. Since you have an older Sony, it might be something to try. The theory is that the IS system seeks something to stabilize when there is no motion, thus producing some small amount of blur.
