Question on exposure

In your opinion, do the following camera settings on the same camera result in the same exposure:

f/2.8, 1/200, ISO 100
f/5.6, 1/200, ISO 400

or are the exposures two stops apart? Of course, both exposures will appear to be the same (same apparent exposure), and the noise will be different, but would you say that the actual exposures themselves are the same?

If you feel the two exposures are the same, then consider this second scenario:

f/2.8, 1/200, ISO 100
f/5.6, 1/200, ISO 100 pushed two stops in a RAW conversion

Are these exposures also the same? If not, why not?
