long exposure/light trail shots

Hi all - I have a lumix fz38 and am going travelling in a few days.

I need some tips in taking cool long exposure pictures including traffic light trails etc. Based on the info I have found on this topic online, I understand the following:
keep low iso setting; set to shutter priority mode; keep camera on a tripod etc.

But what really confuses me is once I set the position of the camera, at what point to I press the shutter? How do I know what the best aperture and how slow the shutter speed should be at?

For example, on some of the sites it states below the pictures 'the time for exposure is 20mins, 60 seconds etc'. Is this the time from which the camera is positioned in one place and the sensor is taking in light up until one presses the shutter button?
