Birthday Cake - Why do we have rules in the challenges?

I am sorry that I am becoming one nagging about the rules all the time. However, I cannot help that in my opinion we have two options: 1) Hosts check that their rules are followed or 2) they don't set any rules.

One of the latest examples of ignoring the rules is Birthday Cakes challenge ( http://www.dpreview.com/challenges/Challenge.aspx?ID=1860 ), where the host set a rule "No use of flash !". When I went through the images, I noticed that 21 of the 66 images were taken with flash, i.e. almost 1/3. This is a very simple thing to check, almost all images have EXIF data and in many images the use of flash is obvious just by looking them. So my question to the host (Bernard909) is: Why did you not check the images before voting, or why did you establish a rule about which you don't care?
