The excellent Tokina 35 f/2.8 macro is available, but no VR.

If you want really short there is an Olympus 20mm f2 (old OM system) for use with a bellow. Excellent quality, made for larger than 1:1, but difficult to find now a days.

Zeiss ZF 25mm f2.8 (can do 1:2.5 but strong field curvature there)
Nikon 10.5mm fisheye
Tokina 10-17mm fisheye zoom
 
Just curious, what is your intended use? Do you need 1:1 magnification or will something like 1:2 or even 1:4 work?

I am shooting paint code labels inside cars for diagrams, sometimes with very limited working space.
 
If you're using a DX body, you might consider getting a used Nikon film camera (they're cheap) so that whatever macro lens you pick gives a wider view. You can have the film processed and scanned cheaply without making prints at numerous labs including (still, I think) Costco.

Sigma used to have the old 24mm f2.8 superwide II macro. It has both AF and MF models. Half stop aperture ring. Good for macro (less for normal photography). Do preset white balance please because the coating would otherwise you funny colours sometimes some times.

If you use a macro extender (tube) you can use any wide lens of your choice! The oucome depends on the quality of the original lens and so please start with good lenses.
 
Yes I have a DX D90 camera. It would be a funny reason to bump up to a FF like the D3s lol.

If your working space include the space needed for the camera then a point & shoot with good macro may be the way to go. With the small sensor and short lenses used the DOF will be better too.

Try the Panasonic LX3.

24 - 60 mm (FF eq) f2.0 - 2.8 Leica lens.

Easy Macro (switch on the lens) - an all around very nice Camera.
