Well, you'd look for areas that had no low frequency content beyond that expected from the noise profile for that camera and ISO.

I might have missed something, but what's special about the bottom 100 rows?

Nothing, but if you were to have rows of pixels covered so they're blind, would you want them in the center of the image, with a big blind spot?

Also, the bottom of the image had the information to cancel out the banding at the top - this demonstrates how consistent the pattern is from top to bottom.
