I'm under the impression..

..that the on-camera flash indeed flashes briefly BEFORE the exposure to relay all the information to the other flash unit's IR receiver. Maybe if you'd add a specially made IR filter in front of the camera flash (can't remember where they're being sold but I know they exist) that blocks all visible light but lets through IR, you wouldn't interfere the metering of the other flashes (the preflash wouldn't be visible).
