It can do, but it isn't always the case. Older lenses should have the IS turned off, newer lenses can turn IS off themselves, but you should still turn IS off for those lenses with long exposures. So it's not a bad idea to get into the habit of turning IS off every time you put your camera on a solid mount (and remember to turn it back on again when you dismount).
