Jerky video on TZ7

Hi, please help. I'm downscaling my .mts video files taken with the TZ7 to DVD for playback and storage. I run these files through a slide making software that reads .mts files (shows both stills and video) and I have also converted the .mts files to mpegs to use with my v10 Ulead movie making software.

Try as hard as I can, I cannot get a smooth playback on my new DVD player. The slightest subject motion or camera panning (I do this slowly) causes a jerking or jittery effect. As far as I know, I'm using a non-interlaced recording mode onto the DVDs. Should I be using interlaced or does this not make any difference?

I'm not even sure that I can set this on the software I'm using (Proshow).

System is obviously PAL at 25fps, before any one asks.
