70-300 f4-5.6 IS USM or 70-200 f4 L non-IS for birds

I like to get shots of birds in flight. I am wanting a new lens and can't decide. The 70-300 has a little longer range and IS whereas the 70-200 has f4 and better glass. I would love to go for the 70-200 f4 with IS but I just can't get the ok to spend that much money. My biggest issues with shooting birds is that I can't get a good focus and/or I can't get enough light without putting the ISO up to 1600 (I'd like to shoot on cloudy days too).

Some insight would be appreciated so I can make a good decision.
