You may find that airguns with sufficient high pressure and accelerated FPS of the projectile may very well considered under firearm regulations. Crossbows same.

I think that "They" are concerned that honest individuals may do some harm to each other. Of course those individuals who do not believe in the law will not be effected.
BTW I cannot imagine eating a squirrel
