D700 flash shutter speed

The flash sync speed for the camera is 1/250s. In aperture priority mode when a sb600 is attached the shutter speed reverts to the e2 value of 1/60s in low light.

It appears to be trying to expose the scene as if there is no flash or with the flash simply acting as fill rather than being the main souce of light. The only way I can achieve a faster shutter speed is to bump up the iso. Recent photos taken of models moving on a catwalk in low light at iso 400 are not sharp, there is slight ghosting. The 1/60s is simply too slow.Is there any way of achieving say the sync speed at low iso in low light in ap?
