It would be nice to have Panasonic drop in and comment about how they make 60fps from a 30fps ccd.

I read the IEEE introductory documentation on h.264. It talks about motion compensation, motion estimation, blocks, prediction, P, B, and I slices, etc. But I didn't catch anything that said h.264 defines a way to create a new frame or slice which didn't come from the sensor. There appears to be most if not all of the structure you would need to attempt this though.

This would have to be done somehow unless they are just duplicating a slice. It doesn't seem like they would be duplicating, because that wouldn't provide any smoother motion than 30fps.
