I would suggest you start organizing your pictures by events using folders at first. For this you can use any free image viewer (FastStone, XnView, IrfanView).

Secondly, if you need more granular access to your pictures (like a better breakdown of you picture categories) then you can start adding tags to your images (or keywords). IrfanView and XnView would allow you to add keywords in the IPTC fields.

I find Photoshop to be very bulky when it comes to photo organization...PS is meant for photo editing. I recommend something a lot simpler at least for organizing folders. Adobe Lightroom is the greatest program that does it all...folders, tags and photo editing..but it's a little pricey.

I tried Picasa many times and I keep uninstalling it...great interface but that's not enough.
