In that case I hope the Park Ranger had a permit as she is the one
who 'engaged' the business dealing.

Oh, come on. It is easy to tell she is versed in what to ask, thus her reasoning for removing the photographer from the park. She had reason to believe he was acting as a Commercial Photographer.

This is really very simple, and we are making it difficult. She ask a "leading" question, and he answered wrong. If he would have said NO, she would have left and he would have continued on taking pictures.
