The D700 and PC-E lenses

It is only the 24mm PC-E which has some minor shift or rotation limitations. The 45mm and 85mm have no limitations at all.

With the 24mm PC-E, you are limited to 9.5mm shift for certain intermediate lens rotations (full shift is available at 0 deg. and 90 deg. positions), and there is about a 160 deg. rotation capability instead of 180 deg., due to the shift knob striking the flash overhang. There is no limitation on tilt/swing movements. For any typical application of the lens, these are not real issues.
