I'm going to agree with you, but you might be surprised as to why.

Most DR claims are not really what a photographer would mean by DR.
Almost all these DR tests are actually done in a low contrast
lighting situations. What they measure--if done properly, which is a
whole 'nother issue--is the distance from well saturation to some
arbitrary low-end signal-to-noise ratio value. There's an assumption
that this distance is going to translate directly to real scenes. In
my experience it doesn't, and for a lot of reasons, one of which is
that there is no control over noise in the target being used.

What do you mean by "noise in the target being used"? Noise is a property of the recording device (and the light itself), not the object being photographed, as I'm sure you are well aware.
