I'm going to agree with you, but you might be surprised as to why.

Most DR claims are not really what a photographer would mean by DR. Almost all these DR tests are actually done in a low contrast lighting situations. What they measure--if done properly, which is a whole 'nother issue--is the distance from well saturation to some arbitrary low-end signal-to-noise ratio value. There's an assumption that this distance is going to translate directly to real scenes. In my experience it doesn't, and for a lot of reasons, one of which is that there is no control over noise in the target being used.
