5D and wide angle lens for landscapes

Often discussed, but it seems there are only three Canon options below 24mm:

14mm II
17-40mm
16-35mm f2.8 II

the 14mm is obviously the best, but is too expensive for me.

the 16-35mm doesn't seem to be any better then the 17-40mm except for the extra light, which I presume for landscapes is useless as I will be using f14 and above.

So I thought I would get the 17-40mm as it is such good value and seems to take decent pcitures.

does anyone agree or disagree with me ? and also does anyone recommend any thrid party lenses. I would assume they are not as good as the Canon ones for wide-angle, but is that really the case ?
