There are vastly more cases where new Photoshop wasn't required than where it was. What makes the difference is the pre-determined release date of the new Photoshop, not the release of a new camera which can't be predicted by Adobe.

Nikon and Canon could release the camera with an option to output DNG, and the results could be used in CS with ACR 2.4! The fault lies with Nikon and Canon, not with Adobe.
