All of Bob's arguments may be made using LV/shutter-speed/aperture instead of ISO (and there is nothing arbitrary about FWC or quantum efficiency). The conclusions would be exactly the same, so the concept of ISO is immaterial. The use of ISO figures is simply a convenience, not a requirement for his argument.
