This is not correct, the sensor has a native ISO sensitivity, related to the number of photons needed to reach max output. The Nikon sensor is more sensitive than the Canon one. The effect is that if the camera is set to 200 ISO, the Nikon is using its full well capacity, the Canon is using half of it (e.g. full scale output is reached when the well is half full). ISO is reasonably well defined, so a description of it as 'arbitrary' is also wrong, although different manufactures scale it differently.
