Soft images with Canon 400mm f/5.6

Just purchased a Canon 400mm f/5.6 (non IS) and after seeing all the comments about how sharp this lens is, I was rather disappointed in the results. The pics didn't look too bad at 100%, but at 200% they were "soft."

Since I was planning on using the lens for wildlife photography and would be cropping, I realized this wouldn't do.
How does one know if it is the lens and not the camera.

I was using center focus to shoot the photos of the mailbox. Camera/lens was mounted on a tripod and a cable release was used. The center focus was spot-on the mailbox. I took a series at different apertures with the same result. I did find a thread where the OP mentioned problems with using the center focus, but the respondents didn't seem to think that was usual.
