sRAW is still intended to be processed with a raw workflow. So, you're not saving on time over straight raw. If noise control were the point of sRAW, Canon could therefore just put the pixel count reduction and attendant noise reduction into the conversion software. I thus don't see sRAW as specifically targetting noise but rather the working photographer who wants the flexibility and "forgiveness" of raw but takes tons of photos and is always wrestling with file storage and archiving costs (especially if it's known that the photos won't be reproduced in large print sizes).
