Possible high ISO solution

The camera back cooling block is perhaps too bulky.

What if the sensor spec'd in such a design had a much higher base ISO than typical of most cameras on the market?

Say a base ISO sensitivity of ISO400. Such a camera would have proportionally less boost applied to achieve ISO 800-3200, and could conceivably be cleaner than a similarly sized sensor designed with a base ISO of 100 or 200?

To achieve the lower ISOs, and in-camera filter could be dropped over the sensor automatically when ISO 200 or 100 is selected to cut the light way down and give a longer exposure? The filters could reside behind a glass plane that seals out dust/moisture from the sensor (that way all the electronic bits are protected from the elements.
