better lens for 450D

You must have had a bad copy of the 17-55IS.

The 17-55IS is the sharpest zoom lens in existence for the crop cameras. It has also nice colors and contrast, and it has constant f/2.8 and IS.

Sure the 17-40L has better build quality. It's a nice professional ultra-wide lens for full frame cameras. But the 17-55IS is the best lens available for crop cameras, and unfortunately this also shows in the high price tag.

If you had a copy of the 17-55IS that was not better than the 17-40L in image quality you had a subpar copy, perhaps to be simply considered defective.
