in P mode you can't. you need to turn the dial to AV (for fstops), TV for exposure time, and M to adjust for both.

will appear while the camera is on a tripod too. If you are in P
mode you can try" program shift" to a faster shutter speed, or go
to Tv and input a faster shutter speed, or use a higher ISO or
shoot manually or turn on the flash or...one of many strategies to
increase shutter speed. Is the effect you are talking about the
motion blur from too slow a shutter speed?
