Adobe's website doesn't specify either. I'm like 99.9% sure you
need PS 6.0 in order to use the 7.0 upgrade.

--I have a qeustion about the ps7 upgrade version. It is a lot
cheaper than the full version. I have PS element that comes with
the sony laptop. So my question is will I able to buy ps7 and
upgrade my ps element?
I was in Best Buy checking out the ps7 box. It doesn't say if the
upgrade applies to ps6 only or anything like that.
--"This upgrade version of Adobe Photoshop 7.0 will install only if
you are a licensed user of Adobe Photoshop 6.0 or earlier. This is
not an upgrade for Adobe Photoshop LE or Adobe Photoshop Elements."
