Yes, the quality of the filter makes very big difference. Hoya makes many gradation of filters so I cannot answer you presizely.
I personally use Hoya Super HMC, have no complains.
One thing to consider is that a good filter can get very expensive.
You will not want to protect a lens with a filter that is half its price.
