The 20D, 30D, and 40D do it this way.

If you have the camera set to "continuous numbering", the camera remembers the highest shot number it used. Then, when you insert a CF card, the camera looks at the card and finds the highest shot number on the card. It then starts numbering at the higher of the two of those two values.

So if you format the CF card, even in a card reader (which wipes it all out), the camera uses the high value that IT remembers and begins numbering right after that point.

On the other hand, if the CF card, for some reason, has a higher number than what the camera remembers, then the numbering begins after the highest number that it found on the card.

So it's not a matter of the CF card having some hidden repository for file numbers (they don't). It's just that the camera remembers on its own and uses the higher of the two.
