Will using a hood eliminate lens flare for sunset shots?

When taking sunset photos will a hood eliminate lens flare and still allow me to keep the sun in the fram? The guy at the camera shop was trying to tell me that it would, but I am having a hard time understanding how a lens hood will block out sun flare and still let me get the sun in the picture?

It seems to me that those little circles and streaks can only be in the frame when the sun is in the frame. So is there any technique to having the sun in the frame and not getting the associated flare in it too?

I am using a Canon 10-22, and a Canon 28-135 for most of these shots.
