Las Vegas Lights

I'm heading out to the city of sin soon and I'm looking for tips/advice on shooting;

1) The Strip at night. How best (settings) to catch the lights/vibrance at night? With so much "light" coming from every direction, does anyone have any suggestions for a great Vegas shot from street level?

2) My room will be facing the Strip. How best (settings) to shoot a portrait in front of the window---with 2 or 3 off-camera strobes (positions?) to capture both the subject, the background (Las Vegas Strip)---while avoiding window glare??

3) The Bellagio has the cool water feature in front---dancing water, water cannons, etc.---any tips on how to best shoot the water feature? It's heavily backlit.
