True for XP, but only because Microsoft decided it to be so for their licensing, and programmed XP to work that way.

On the other hand (and this doesn't really matter for the original poster), Windows 2000 Pro was developed before the licensing change to differentiate between cores and physical processors, so XP Pro will only support 2 CPU's regardless of if they are in one physical processor or in two separate physical processors, so with Windows 2000 pro, you can either use one dual core processor, or two single core processors, and any additional cores or physical processors will be ignored.
