17-35mm AFS Tight Spot & Making Clicking Noise

My 17-35mm lems has a tight spot right at 28mm. When you go past it (towards 35mm), it makes a clicking sound and clicks again around 24mm.

The lens wasn't dropped or abused. I can't for the life of me figure out what may have happend.

The "tight" spot and clicks are always in the same place. The wierd thing, the clicks sound like they should be there. Not a grind ... similar to a relay or something clicking.

Any ideas?
