Silly idea... 0.7x teleconverter

So I was just sitting around, reading the forum when I had this wonderful idea and I'm interested if/why it has/hasn't been done.

Would it be completely impractical or impossible to make a reverse teleconveter or "widenator" as it were. Hear me out...

If a 1.4 TC loses a stop while increasing the effective focal length, wouldn't a 0.7x converter gain you a stop. The key idea here is that the full frame image circle would be reduced but still be larger than an APS-C sensor size.

Voila, your 300mm f2.8 is now a 200mm f2. It seems like a good way to get the most of for your money if you have a non-FF camera.
