Image Stabilization question

I've never owned or used an IS lens and am contemplating buying the new 70-200 f/4L IS to use with my 5D. In actual use, how many stops would you say IS permits? IOW, to use an extreme example, let's say I've zoomed alll the way to 200mm. The rule of thumb would say that to minimize camera movement I should use a shutter speed no slower than 1/200. With IS, how much slower could I set the shutter speed and still get results that are unaffected by camera movement? Thanks.
