Yep, it's correct. Thing is, system resolution is a function of lens resolution and sensor resolution. Improve one, and total resolution will improve (until the improvement becomes so small it gets lost in quantization noise). However, if one greatly outstrips the other, the improvements you'll see will be very small.

In other words: a great lens will improve the picture even on a low-resolution sensor, and increasing sensor resolution will improve the picture even if you're using an average lens.

So yes, in good conditions you will be able to see increased contrast well below f/11 if your lens is good enough.
