No, but I assume that your logic "have the focal lenght = double the aperture" is a flawed one.

Lenses (especially at wide angle and standard lenght) do not get faster when reducing sensor size, at least not with DSLR designs.

This can be seen from Canon EF-S, Pentax DA, Sigma DC, Nikon DX, Tamron Di II and other.... lenses

Only a few of the Zuiko ZD lenses are really a stop (not two) faster than the 35mm equivalents and those usually come at a very high price tag.

There is a F2,8-F3,5 standard lens available and it costs around 500€ here. Hardly a kit lens for the E-400 which I assume has to be designed to be as cheap and lightweight as possible...
