The 'sweet spot' for a consumer grade lens is usually about two stops from the maximum aperture. Canon L grade lenses are often at their best close to their maximum aperture. The Canon 400 mm f/5.6, in most copies, is better at f/5.6 than it is stopped down.

At apertures smaller than f/14, almost all lenses suffer from softening due to difraction effects, this includes macro lenses, which are specifically designed to work well at small apertures.

Most consumer grade zoom lenses are better at their mid zoom range, and are usually softer at full zoom.
