20x30 Print PPI/DPI

I'd like to print a photo 20x30 and would like the highest possible quality. I'm using a trial version of Genuine Fractals to resize, but am uncertain what the best DPI setting to use. I left it at 300 DPI at first but it spit out a 300 MB file. The file from a D200 is RAW--> PST--> TIFF.

3 questions:

1. The question is, should i reduce the DPI and how low should I go and still maintain high quality?

2. Any ideas which is best place to print? I used to use Costco.com but they seem to have a problem with their upload (even when selecting the large prints option). I'll upload a hi-res photo but the resolution winds up being too low and they warn against printing 20x30. It used to work, not sure why it doesn't now.
