17-55 EF-S or 17-40 L on 30D?

17-55 EF-S or 17-40 L on 30D?

I'm starting fresh with Canon and am going to buy the 30D this weekend. Here's my problem. Which lens? I like the range, speed, and IS of the new 17-55 EF-s but worry about the 1.6 format for the future. Am I buying a doomed lens when the 40D or whatever next generation Canon comes out FF. The 17-40 seems like a solid buy, but with no IS is it really up to the competition. Most of my photography takes place outside, so maybe the speed won't be missed. I'll buy the 50 1.8 for any indoor portraits. The more I research, the more I read the farther I seem to get to a decision. Here are the prices of my choices here in Canada:
17-85 IS - $600
17-40 4L - $800
17-55 IS 2.8 - $1450
Sigma 17-70 - $450
24-70 2.8L - $1600

I like the idea of getting a true "L" which will work on a FF in a couple years. Will everything eventually move to FF. Will the 1.6X eventually leave. I want to invest in a lens.

Any thoughts? Suggestions?
