It might be an artificial shortage, but I think what is really happening is Nikon underestimated the demand for this lens at the original price point and wasn't able to deliver. I'm sure Nikon researched the market heavily, and since the Tamron and Sigma 18-200 aren't the hottest sellers out there, Nikon probably predicted a moderate increase in interest with the addition of VR. It seems like everyone and their cousin wants this new lens, which Nikon probably didn't expect.
