What they are doing won't affect shot noise. Shot noise is dependent on scene illumination (can't control that), lens f-stop (can't control that with the sensor), micro-lens efficiency and coverage (they didn't touch on this one), and quantum efficiency (they aren't working on that). What they are doing will affect effective well capacity and nothing else.

More well capacity will help in preserving highlights in well-lit scenes. That's why they claim more dynamic range. What they don't say is they won't get any more dynamic range at low scene illumination levels (any time exposure is insufficienct to fill a traditional well) since, in that case, dynamic range is a function of noise - a parameter their technology will have no effect on improving.
