Nobody makes a high FPS camera anymore?

Does nobody make a camera to meet my needs of a P&S anymore?

A camera for action shots in harsh environments:

In the past the Canon A70 and S45 met my needs untill each met it's demise.

It's not that hard! For some reason in all the newer cameras, the FPS has decreased, sometimes the buffer too!

The requirements I seek are not that extreme:
Sequence shooting > 2fps with a > 4sec buffer. (Ideally 2.5+ for 12+ frames)
Fast startup, low lag

Decent durability (operating at very high altitudes and cold temperatures w snow)
The ability to be controlled by gloved hands
5MP or better with reasonable performance
Histogram (preferably live)

Aperature/Shutter Priority + Manual (custom shootin desired if camera can't be left in motodrive mode when turned off/on)

I'd buy another S45 but it failed the durability test. The A70 held up fine. My requirements were met by cameras 3 years ago with the sole exception of the MP of the sensor. Why have modern cameras regressed in those aspects of performance I seek? G5 had a small buffer, the G6 & S70 have slow framerates (2fps). Am I left to buy the modern A70, the 3MP S510? Where is this simple camera?

The only thing I've seen coming is the Panasonic the DMC-LX1
but the CCD noise and price could be killer.

So... I leave it to dpreview's hive mind. Where is the camera I'm seeking? Have I missed it in all my searches of dpreview? Is it coming? Is there no hope?
